PM rejects Khaleda’s formula

Prime Minister Sheikh Hasina has rejected BNP Chairperson Khaleda Zia’s proposal for a non-party polls-time administration with advisers from two previous caretaker governments.
The opposition leader did not like the elected representatives when she offered an all-party election-time government, the premier said while addressing a rally at Gor-e-Shaheed Boromaidan in Dinajpur this afternoon.
Khaleda has returned to the idea of an old controversial formula, said Hasina, who also heads the ruling Awami League.
“When we want to take the country forward, she (Khaleda) has taken it backward by placing the proposal,” said the prime minister.
She alleged that Khaleda had sent Jatiyatabadi Chhatra Dal cadres to attack Justice Habibur Rahman when he was the chief adviser of the 1996 caretaker government.
The premier alleged in patronisation of the Khaleda the cadres of Islami Chhatra Shibir and Jatiyatabadi Chhatra Dal have been destroying the congenial atmosphere at the educational institutes across the country.
Calling upon her audience to vote for the AL as they did in 2008 election, she again said the upcoming national election would be held according to the constitutional provisions.

2nd Test: Rain forces early stop again

The second match of the two-Test series at the Sher-e-Bangla National Stadium between Bangladesh and New Zealand was forced to an early end due to rain.
Bangladesh claimed three wickets against New Zealand before rain halted the second day’s play in Mirpur Test Tuesday.
The visitors scored 107 runs before rain interrupted, trailing the Tigers by 175 runs in the match.
Ross Taylor was batting on 37 with Kane Williamson accompanying him at the crease on 28.
Left-arm spinner Shakib Al Hasan dismissed all three Kiwi batsmen, as Peter Fulton, Hamish Rutherford and Brendon McCullum were out for 14, 13 and 11 respectively.
Earlier, a fierce spell of fast bowling from pacer Neil Wagner caused plenty of problems for the hosts as the Tigers’ first innings ended on 282.
The hosts lost their remaining five wickets in the morning session of the second day after winning the toss and electing to bat first.
Wagner collected his first five-wicket haul in Tests in the process, claiming five wickets for 64 runs.
He was well supported by spinner Ish Sodhi, who also claimed two scalps in the morning.
Skipper Mushfiqur Rahim was the first batsman to depart in the morning as he edged a fuller ball from Wagner and offered a simple chance to Peter Fulton at gully after scoring 18.
Sodhi then dismissed Nasir, who was out caught to Ross Taylor in the slip on 19.
Sohag Gazi then attempted to put up a fight as he launched a six and a boundary off the bowling off Wagner.
However, he was out caught to Kane Williamson for 14 off the bowling of the same bowler after a heated exchange of words with him.
Wagner also dismissed Rubel Hossain for 4, before Sodhi came back to claim the wicket of Abdur Razzak, who scored 13.
Bangladesh made one change to their team from the first Test, as pacer Al-Amin Hossain was handed down his debut, replacing injured pacer Robiul Islam.
The visitors also made a change in their squad, replacing left-arm spinner Bruce Martin with left-arm fast bowler Neil Wagner.
The first Test in the series was a drawn game, with several Bangladeshi players achieving significant personal milestones.
Sohag Gazi made history as he became the first player in the history of Test cricket to claim a hat-trick and score a century in the same match.
Mominul Haque also scored a classy 181 in the first innings, thus registering the third highest individual Test tally for Bangladesh.
The Black Caps are looking to erase the daunting memories of the ODI whitewash in 2010 with a series win here.
The Tigers, on the other hand, look to finally win a Test against New Zealand — who they have lost to eight times and drawn with twice.

বিরোধীদলীয় নেতা খালেদা জিয়া ‘নির্দলীয়’ সরকারের নামে ‘দলবাজীর নির্দলীয় সরকারের’ প্রস্তাব দিয়েছেন বলে মন্তব্য করেছেন তথ্যমন্ত্রী হাসানুল হক ইনু।

তার মতে, খালেদা জিয়া প্রস্তাব তোলার ক্ষেত্রে ‘যত্নবান ও মনোযোগী’ ছিলেন না। আর বর্তমান প্রেক্ষাপটে এ প্রস্তাব ‘বাস্তবায়নযোগ্যও’ নয়।
সোমবার রাজধানীর একটি হোটেলে সংবাদ সম্মেলন করে প্রধানমন্ত্রীর সর্বদলীয় নির্বাচনকালীন মন্ত্রিসভার প্রস্তাব নাকচ করেন বিরোধী দলীয় নেতা খালেদা জিয়া।
এর বদলে একজন ‘সম্মানিত নাগরিকের’ নেতৃত্বে সাবেক ১০ উপদেষ্টাকে নিয়ে নির্বাচনকালীন অন্তর্বর্তী সরকারের পাল্টা প্রস্তাব দেন তিনি।
তার প্রস্তাব অনুযায়ী, ১৯৯৬ ও ২০০১ এর তত্ত্বাবধায়ক সরকারের ২০ উপদেষ্টার মধ্যে থেকে ১০ জনকে নিয়ে এ সরকার হবে। ক্ষমতাসীন আওয়ামী লীগ ও বিরোধী দল বিএনপি পাঁচটি করে নাম প্রস্তাব করবে।
আর ক্ষমতাসীন ও বিরোধীদলের ‘ঐক্যমতের ভিত্তিতে’ সকলের কাছে গ্রহণযোগ্য একজন ‘সম্মানিত নাগরিককে’ এই অন্তবর্তীকালীন সরকারের প্রধান হিসাবে দায়িত্ব দেয়া হবে।
তার এই প্রস্তাবের সমালোচনা করে তথ্যমন্ত্রী ইনু মঙ্গলবার আরেক সংবাদ সম্মেলনে বলেন, খালেদার প্রস্তাব অনুযায়ী দুই দল থেকে ৫ জন করে উপদেস্টা নিয়োগ দিলে তারাও ‘দলীয় ব্যক্তি’ হয়ে যাবেন, ‘নিরপেক্ষ’ ব্যক্তি হবেন না।
“প্রস্তাবিত অন্তবর্তীকালীন সরকার নির্দলীয় সরকার হবে কিভাবে”, প্রশ্ন করেন তিনি।
তথ্য মন্ত্রী মনে করিয়ে দেন, বিএনপি ১৯৯৬ ও ২০০১ সালের উপদেস্টাদের নিয়ে অর্ন্তবর্তী সরকারের কথা বললেও ’৯৬ এর নির্বচানের পর খালেদা জিয়া বলেছিলেন ‘পুকুর চুরি’ হয়েছে।
আর ২০০১ এ পরাজয়ের পর শেখ হাসিনা ওই নির্বাচনকে বলেন ‘সালসা নির্বাচন’ ।
 “ওই দুটি তত্বাবধায়ক সরকার তখনই প্রশ্নবিদ্ধ ছিল। আর খালেদা জিয়া সেই বিতর্কিত সরকারের উপদেষ্টাদের নিরপেক্ষ হিসাবে চিহ্নিত করেছেন।”
এর আগে গত শুক্রবার জাতির উদ্দেশ্যে দেয়া ভাষণে নির্বাচনকালীন সর্বদলীয় মন্ত্রিসভার প্রস্তাব দেন প্রধানমন্ত্রী শেখ হাসিনা। ওই মন্ত্রিসভার জন্য বিরোধী দলকে নামও দিতে বলেন তিনি। 
দুই দলের প্রস্তাব নিয়েই মঙ্গলবার তথ্য মন্ত্রণালয়ের সম্মেলন কক্ষে এই সংবাদ সম্মেলন ডাকেন তথ্যমন্ত্রী।
বিরোধী দলের প্রস্তাব ‘অবাস্তব’ হলেও সংলাপের দরজা খোলা রয়েছে উল্লেখ করে বিরোধীদলীয় নেতাকে সংলাপের জন্য প্রস্তুতি নেয়ার আহ্বান জানান জাসদ সভাপতি ইনু।
তিনি আশা প্রকাশ করেন, নির্বাচনকে গ্রহণযোগ্য করতে সংলাপের ‘সব ধরনের প্রস্তাব’ নিয়ে খালেদা জিয়া এগিয়ে আসবেন।
তবে খালেদার প্রস্তাবের সঙ্গে দ্বিমত পোষণ করে তথ্যমন্ত্রী বলেন, বর্তমান রাজনৈতিক প্রেক্ষাপটে নির্দলীয় সরকারের প্রধান হিসেবে একজন সম্মানিত ব্যক্তি নির্ধারণ করাও ‘প্রায় অবাস্তব’।
“যে কয়জন উপদেস্টা জীবিত আছেন তাদের মধ্যে দুইজন ইতোমধ্যে না করে দিয়েছেন। আর বাকিদের মধ্যে অনেকেই বয়সের ভারে ন্যূজ, তারা সম্মত হবেন কিনা তা নিয়েও সন্দেহ রয়েছে।”
ইনুর ভাষায়, বিরোধীদলীয় নেতার প্রস্তাব নিয়ে ‘মাথা ঘামালে’ নির্বাচন ঝুলে যাবে, নির্বাচেনের পথে ‘অন্তরায়’ তৈরি হবে।
“খালেদা জিয়া তার প্রস্তাবে কোনো সময় কাঠামো নির্ধারণ করে দেননি। এ প্রস্তাব বাস্তবায়ন করতে হলে সংবিধান পরিবর্তন করতে হবে এবং এটি কোনো স্থায়ী সমাধান হবে না। ফলে আগামী ৫ বছর সংঘাতের রাজনীতি হবে।”
উল্টোদিকে সমঝোতার ভিত্তিতে বর্তমান সাংবিধানিক কাঠামোর মধ্যে থেকেই প্রধানমন্ত্রীর প্রস্তাব ‘বাস্তবায়নযোগ্য’ বলে মনে করেন ইনু।
তিনি বলেন, “এ বিষয়ে আলোচনা করে নির্বাচনকালীন অর্ন্তবর্তী সরকারের ক্ষমতা, এখতিয়ার, ভূমিকা এবং নির্বাচনকালে সরকারের মন্ত্রীসভার সদস্যদের ক্ষমতা ও অধিকার নিয়েও ঐকমত্য প্রতিষ্ঠা সম্ভব।”
